it all depends from what country you are and what the law says against it ... in some country's its allowed, in other it ain't

this can!! in france we have a men who is in bad situation cause he has find and publishing a vulnerability of an av!!

it depend on where the host is physically located. e.g if it's on a bulletproof server like spammers (on special islands) no one can do anything about it.

Well I will speak for France and only for this country.

There's no special law about exploits as u can easily imagine. The 1st fact is that the judge can base his decision upon other decisions already taken. The 2nd fact is that judges have already convicted virus writers and ppl breaking into systems with their own tools. As you will say, ok but I only write exploits but Im not breaking into systems. But you can be held as responsible because to produce an exploit you have to break into the product you want to exploit. Often in france it's the product owner who will sue you and not the judge...

So my answer is double : it's not illegal to write exploits. But what can follow from publishing an exploit can lead you to justice, certainly.
